Former probate judge named as city corporation counsel Waterbury Republican American REPUBLICAN-AMERICAN TORRINGTON -- Mayor Ryan J. Bingham has named a Clinton attorney and former Democratic probate judge as corporation counsel to replace former counsel Ernestine Weaver, who left the city for a state job earlier this month.
